IT Roadmap

In support of the 2024 Financial Stability Plan, UC Irvine engaged Deloitte Consulting to conduct a comprehensive IT assessment across the University. A Steering Committee representing a range of campus stakeholders worked with Deloitte to provide input. Deloitte began conducting the assessment in fall 2024 to identify opportunities for more efficient service delivery and to equip UC Irvine with the tools needed to meet the diverse and evolving needs of students, faculty, researchers and staff. Deloitte conducted extensive outreach with faculty, staff and OIT during the process.  Deloitte presented its recommendations to the Steering Committee in March 2025. Deloitte’s recommendations are outlined below.

  • IT Governance
    • Establish a cohesive institutional IT governance model.
    • Redefine the campus-wide IT operating model.
    • Rationalize the roles of the Vice Chancellor, Information Technology and Data and the Campus Chief Information Officer (CIO).
    • Merge, right size and enhance business transformation office and project management office teams.
  • IT Financial Management
    • Establish standards and processes to support more effective and strategic procurement.
    • Redesign IT funding model.
  • IT Talent Management
    • Revise the OIT organizational model.
    • Standardize job architecture and classification for IT employees across UC Irvine.
  • Technology Capabilities
    • Rationalize UC Irvine’s data center and computing footprint.
    • Enhance UC Irvine’s network design and experience.
    • Improve information security capabilities and centralize key responsibilities.
    • Consolidate campus email systems.
    • Develop an application modernization program.
    • Improve collaboration between Campus IT and UCI Health IT.
  • IT Service Management
    • Consolidate IT help desks and streamline IT Service Management processes.
    • Revamp UC Irvine’s service catalog to align with the new IT operating model.

These recommendations are intended to offer a roadmap to enhance efficiency, improve service delivery, drive innovation and optimize IT operations at UC Irvine.

Organizational Changes Impacting IT

  • As previously announced, Vice Chancellor for Information Technology and Data Tom Andriola will be stepping down August 31. We thank Tom for his service and contributions to UC Irvine.
  • In addition, Associate Vice Chancellor and Chief Information Officer Kian Colestock has shared his plans to retire effective September 2026.
  • Recruitment will soon begin for a new Vice Provost and Chief Information Officer role to lead the Office of Information Technology. Kian will continue to serve as CIO until the new hire is in place and will provide support to the Provost and new CIO until his planned retirement.
  • The Business Transformation Office (BTO) will be sunsetted and will merge with the OIT Project Management Office (PMO).
