Dear campus community,

International scholars and collaborators significantly enrich UCI's community through their research, teaching and related activities, whether these occur at UCI or abroad. These activities, which are vital for advancing knowledge, educating students, and fostering innovation, also align with our core values and institutional mission.

UCI embraces and champions responsible international engagements that reflect our commitment to academic freedom, excellence in research and education, and an open, inclusive scholarly environment. In pursuit of such engagements, we must comply with applicable federal requirements and policy.

Non-compliance with federal research security and international engagement requirements can have adverse consequences. For example, in October 2023, a U.S. Department of Justice press release announced that Stanford University agreed to pay a $1.9 million settlement to resolve allegations that it failed to disclose foreign research support in federal grant proposals.

To help ensure accurate disclosures of international engagements and relationships, in August 2023, UCI implemented a review process for federal research proposals to enhance the accuracy of required disclosures (see Federal Funding Proposal Review). If you have questions about disclosure requirements, please contact the Office of Research at or-rsie@uci.edu.

Researchers and research administrative staff play a crucial role in ensuring responsible international engagements. We will continue to support these efforts by providing periodic updates and announcing new resources for navigating the increasingly complex nature of global research and international engagements. Academic units planning to enter into international engagements or agreements should consult with the Global Engagement Office at global@uci.edu and the research security and international engagement team in the Office of Research at or-rsie@uci.edu.
